Day 1:  Monday, October 26th 

9:00 -9:35  - Welcome by the Secretary of Revenue.  Overview of the Department & Current Programs, Goals, and Plans

 Speaker:  Secretary Dave Hardy - West Virginia Secretary of Revenue

Speaker Bio:  Governor Jim Justice appointed Dave Hardy as cabinet secretary of the West Virginia Department of Revenue effective January 16, 2017. He also serves as the Governor’s designee on both the Municipal Home Rule, the Board of Treasury Investments, and the Investment Management Board. Secretary Hardy has more than 33 years of experience in private legal practice and is also a certified public accountant with decades of experience balancing the budget for the Mountain State’s most populous county. He has a combined 21 years of service to the citizens of Kanawha County, first as a member of Charleston City Council from 1995 to 2001, and later as a commissioner on the Kanawha County Commission from 2001 to 2017. As a lawyer, Secretary Hardy is experienced in all aspects of the mining industry, including occupational and mine health and safety matters and deliberate intent occupational injury litigation and been designated a “Best Lawyer in America” in energy law as well as a “Top Lawyer” in the West Virginia Top Lawyers Guide. He has lectured widely throughout the country in the areas of occupational and mine health and safety law and he currently teaches a master’s degree level class on public budgeting at West Virginia State University. Secretary Hardy is a proud native of Pratt, W.Va. He earned a Bachelor of Arts in history and government and a Bachelor of Science in accounting from West Virginia University Institute of Technology. He earned his law degree from the University of Tennessee College of Law. He was named a partner at Jackson Kelly law firm in 1993 and in 2012 he formed the Hardy Pence firm, which specializes in mining and energy law. Secretary Hardy lives in Charleston with his wife, Nadia. They have two children, Scott and Kristen.

Panelists:

Alan Digman is an Application Support Specialist/Trainer at Bowles Rice LLP.    For 15 years, Alan has held a wide variety of technical positions in law firm settings, including software trainer, software/system analyst, help desk manager, process analyst and project manager. He holds a master’s degree in information technology.


Adam Cantrell is a Computer Support Specialist at Bowles Rice LLP. A graduate of the West Virginia University Institute of Technology, Adam is the firm’s Senior Help Desk Technician and Linux Systems Administrator. He also serves as administrator of the firm’s Zoom platform, which includes audio and video conferencing and webinar functionality.


Brooke Brown is a Legal Marketing Specialist at Bowles Rice LLP. A former advertising agency executive, he has over 20 years of professional experience in the marketing industry with a strong focus on social media marketing; public relations; multimedia campaigns; copywriting, editing and communications; and graphic design.

Speaker:  Harry O. Yates, Jr. Esq., Disclosure Officer/Staff Attorney, WV State Tax Department

Speaker Bio: Harry grew up in Monroe County, West Virginia. He graduated from West Virginia University with his B.S. in Agriculture Resource Management and earned his Juris Doctor from Cumberland School of Law of Samford University in Birmingham, Alabama. He spent 16 years in private practice in Alabama before returning to West Virginia to assume his current position as a staff attorney with the State Tax Department in 2012. He currently serves as the Disclosure Officer for the Tax Department. Harry and his family reside in Hurricane, West Virginia.
